ELLSWORTH COUNTY COMMISSION MEETING

MINUTES

NOVEMBER 5, 2007

The Board of Ellsworth County Commissioners convened this 5th day of November at the Ellsworth County Courthouse.

Members Present:

Albert W. Oller, 1st District Commissioner

Kermit Rush, 2nd District Commissioner

Terry L. Kueser, 3rd District Commissioner

  1. OPENING BUSINESS:
  2. Chairman Rush called the meeting to order at 9:00 a.m.

    Commissioner Kueser moved to approve the Agenda as printed. Commissioner Oller seconded the motion. Motion carried 3-0.

    Commissioner Kueser moved to approve the Minutes of October 29, 2007. Commissioner Oller seconded the motion. Motion carried 3-0.

    No one was present for the Public Forum.

  3. APPOINTMENTS:
  4. Ronda Kasiska, Health Supervisor, reviewed the emergency management exercise conducted during the Flu Clinic on the 31st. Tisha Wacker from the Noxious Weed Department helped with the Clinic. It was discussed how county employees could be used during emergencies but no policy was established as to how that would be done. The Health Department will be receiving extra funding for their Healthy Start programs and they will have a Wick inspection. Upon the request of Mrs. Kasiska, Commissioner Kueser moved to go into executive session to discuss non-elected personnel from 9:25 a.m. until 9:35 a.m. Commissioner Rush seconded the motion. Motion carried 3-0. The Commissioners returned to open session at 9:35 a.m. No action was taken at that time. Later in the meeting the Commissioners discussed giving a raise at this time of the year, but decided to wait until information requested from the Austin Peters Group is received.

    Teresa Shute, Noxious Weed-Landfill Supervisor, discussed with the Commissioners the latest bid on the one tractor they had tried and it was increased to the same level as the other bids. The Commissioners decided to fix the old tractor as it does not have that many hours on it and is not used that much during the year. Authorization was given to purchase a new commercial mower. Mrs. Shute asked if any balance in the solid waste left at the end of year could be transferred to a fund to defray the cost of digging a new landfill pit in a couple of years. The County Clerk is to check with the auditors as to how that could be accomplished.

    Jim Vanek, Noxious Weed-Landfill employee, visited about their plan to review the pay scale for county employees. Mr. Vanek urged the Commissioners to look across the board at all employees, not just those that are newly hired.

  5. OLD BUSINESS:
  6. Commissioner Oller moved to accept the recommendation of the Supreme Court of Kansas to declare the whole day of December 24th a holiday for Ellsworth County employees. Commissioner Kueser seconded the motion. Motion carried 3-0.

  7. NEW BUSINESS:
  8. The Commissioners discussed the FEMA map meeting but until the maps are completed, no action is required.

    Commissioner Kueser moved to approve the October payroll in the amount of $156,115.80. Commissioner Oller seconded the motion. Motion carried 3-0.

    Commissioner Kueser moved to approve the October accounts payable in the amount of $254,043.87. Commissioner Oller seconded the motion. Motion carried 3-0.

    The Commissioners signed a letter of support for the Ellsworth Comprehensive Streetscape Project.

  9. ADJOURNMENT:

Chairman Rush adjourned the meeting at 10:40 a.m. The next meeting will be held on Tuesday, November 13 due to a holiday on the 12th. Also, there will not be a meeting on November 19th as the Commissioner will be attending the annual meeting of the Kansas Association of Counties.
