ELLSWORTH COUNTY COMMISSION MEETING
MINUTES
JANUARY 10, 2005
The Board of Ellsworth Commissioners convened this 10th of January 2005 at the Ellsworth County Courthouse.
Members Present:
Lavel Heitschmidt, 1st District Commissioner
Kermit Rush, 2nd District Commissioner
Janet Andrews, County Clerk
1. OPENING BUSINESS:
Chairman Heitschmidt called the meeting to order at 9:00 a.m.
Commissioner Rush moved to approve the Agenda as corrected.
Commissioner Heitschmidt seconded the motion. Motion carried 2-0.
Commissioner Rush moved to approve the Minutes of January 3, 2005 as presented.
Commissioner Heitschmidt seconded the motion. Motion carried 2-0.
No one was present for the Public Forum.
2. APPOINTMENTS:
The Pride of the Prairie Youth Leadership met with the Commissioners and toured the Courthouse.
Commissioner Rush moved to go into executive session to discuss non-elected personnel from 9:20 a.m. until 9:40 a.m. with Kenny Bernard, Emergency Management Director. Commissioner Heitschmidt seconded the motion. Motion carried 2-0. The Commissioner returned to open session at 9:40 a.m.
Commissioner Rush moved to elevate Mr. Bernard’s position of Emergency Management Director to a half- time position of 20 hours per week at $12 per hour retroactive to January 1, 2005. Incident call-outs will also be at $12 per hour. Commissioner Heitschmidt seconded the motion and motion carried 2-0.
Gaye Woods, EMS Co-Director, gave the Commissioners the financial statistics for the year showing $277,293.68 in collections. The radio-pagers are in and are being programmed.
Sheriff Ploutz had nothing to report.
3. OLD BUSINESS:
There was no old business.
4. NEW BUSINESS:
Commissioner Rush moved to approve the Kansas Association of Counties dues for 2005 for $1,569.90.
Commissioner Heitschmidt seconded the motion. Motion carried 2-0.
Commissioner Rush moved to approve Resolution 05R01, A Resolution Amending & Restating the Bylaws and Interlocal Agreement for the Kansas County Association Multiline Pool.
Commissioner Heitschmidt seconded the motion. Motion carried 2-0.
Commissioner Rush moved to approve the North Central Regional Planning Commission 2005 dues of $2,530 and appoint Commissioner Rush as the County’s representative.
Commissioner Heitschmidt seconded the motion. Motion carried 2-0.
Commissioner Rush moved to appoint Rick Pflughoeft as Trustee of Sherman Township.
Commissioner Heitschmidt seconded the motion. Motion carried 2-0.
5. ADJOURNMENT:
The Chairman adjourned the meeting at 11:45 a.m.
6. OATH OF OFFICE:
Judge Mike Keeley swore Commissioner Heitschmidt and Commissioner Rush into office at 2:00 p.m. Other County Officials were sworn in at the same time.
